SALAERY RANGE: $89,173 - $100,447 annually DOQ
GENERAL STATEMENT OF DUTIES: Under the direction of the Chief of Natural Resources & Regulatory Compliance, the position plans, supervises and coordinates the occupational safety and environmental compliance programs for the Authority.
The position will perform a variety of professional and technical duties related to policy and planning procedures, provide subject matter expertise that complies with environmental, health and safety regulations, assist in various permit compliance duties, and perform training of Authority staff.
ESSENTIAL DUTIES: The list below is intended to describe the general nature of duties only.
Employees shall perform other duties as assigned.
Responsible for information collection, report preparation, and submittal of reports for a variety of compliance programs including SARA 312, MS4, and NPDES.
Monitors regulatory compliance sampling and provides technical direction to park maintenance staff, including training and provision of testing materials for field staff.
Assists in development, implementation, and coordination of hazardous materials management program, in compliance with state and federal regulation.
Build relationships and interact with staff, executive leadership, partners, and environmental health and safety functional leadership within the organization to promote a culture of safety and regulatory compliance.
Responsible for maintaining environmental pollution control plans including SPCC, PIPPS, and SWPPPs for regulated Metroparks sites, and coordinating and overseeing monthly or quarterly reports as required.
Responsible for overseeing MTESP certification and reporting for applicable Metroparks properties.
Supports CAPRA documentation of spill response and HazMat emergency response procedures.
Evaluates environmental health and safety regulatory compliance status of operating facilities, and identifies gaps and recommended improvements.
Responsible for maintaining OSHA compliance of eyewash stations and administering respirator fit program.
Coordinates development of job hazard analysis, fall protection and prevention, asbestos management, and blood-borne pathogen programs, with support from various departments at the Metroparks.
Monitors and trains staff in DOT compliance for transport of Hazardous Materials.
Conduct recordkeeping, analysis and reporting duties, identify improvement and risk mitigation opportunities and implement best practices across the Authority.
Support determination of suitable training content in line with regulatory requirements, support gap assessment to identify training needs, support delivery of training to staff on regulatory compliance related duties.
Assists with above-ground and underground fuel storage tank compliance duties, and other material storage regulatory compliance programs.
Direct and evaluate the work of consultants working on regulatory compliance tasks, as needed.
May serve on committees as assigned such as Safety Committee, Strategic Planning Committee, etc.
MINIMUM QUALIFICATIONS: Bachelor’s degree in Environmental Management, Environmental Safety, Biology, Chemistry, Engineering, or a related field.
Applicants with 8 or more years of related service will be given credit toward meeting the minimum educational requirements and will be considered for the position.
Five years of experience in the environmental health and safety or related field, including management and hands-on support; or any equivalent combination of education and experience sufficient to demonstrate ability to perform the job.
Experience in regulatory compliance within the State of Michigan highly preferred.
Experience with Michigan Liquid Regulated Waste Management.
Knowledge and understanding of federal, state, and local regulatory requirements.
Knowledge and understanding of interpretation and application of OSHA and MIOSHA regulatory requirements.
Knowledge and understanding of sampling techniques pertaining to environmental compliance, and laboratory analyses of hazardous materials.
Knowledge of theories and principles of physical and natural science related to water quality, and environmental issues affecting water quality.
Knowledge and understanding of methodology of safety auditing, inspection, accident investigation, and development and monitoring of compliance programs.
Knowledge of computer systems and reporting systems.
Ability to critically analyze operations, collaboratively design and institute improvements without disruption of existing operations.
Ability to apply mathematical principles, statistical analysis, and research methods.
Ability to provide both oral and written communication that is easily understood and direct in its content.
Ability to establish and maintain positive working relationships with the public, outside agencies and employees.
Ability to travel locally, and statewide.
May be required to adjust schedule to meet organizational needs, including special events, evenings, weekends & holidays.
Ability to perform essential duties.
